This KB article explans how to import and export MDF picklists through the "Import and Export Data" feature

Resolution
Export and import MDF picklists via Import and Export Data feature by following the steps mentioned below:
- Navigate to the Admin Center.
- In the Tools search field, type "Import and Export Data".
- In the Import and Export Data screen, from the Select action to perform dropdown list, choose one of the options:

- Export data - for details on that screen please see Exporting MDF Data
Note: the results of the export of picklist values may differ from the values shown in Picklist Center due to the selection of effective start date of the values. The export will always show all the records of all the effective dates that exists.
