The termination rule is being triggered when the accrual frequency of the time account is configured as 'Only Once'.

Reproducing the Issue
- Set the accrual period frequency of the time account type as 'only once'.
- On running the time account simulator, the termination rule is being selected and run and not the accrual rule.
- Check if the employee has any termination record in the job history.
- If yes, then it is an expected behavior.
Since the frequency is only once, the accrual period is from 1900 to 9999.
As there is a termination event in the job history between 1900 to 9999, then the termination rule gets triggered.
