You can see the Cost Center XXX in the conditions in Approval process even though the cost center is inactive or not yet created in organizational management work center

Reproducing the Issue
Go to Application and user management work center
Select view Approval processes under Task Distribution
Search for Approval Process Overview for any Purchasing document(e.g. Shopping Cart, Purchase Order, Supplier invoice etc) which is active
Select relevant Step which has conditions
Under Conditions-> select the respective Group
You can see the Particular cost center XXX in that condition
When you create the condition, for Cost Center, as the context says “The cost center contains” or “does not contain”, so it means the input field there can contain any text with various patterns .
It is not a value help/drop-down from where you choose the name.It is just a text field where you can enter any text or matching patterns and system will compare the rules if the pattern or name matches.
You can also enter a totally Non Existing cost center which is also fine within the meaning of approval condition.
