2677116 - B1808 - Time Admin Workbench (PP3 UI) feature parity to old “Manage Time Off” (v12 UI)

Symptom

The Time Administrator Workbench (available only in the PP3 UI) previously did not provide full feature parity to the old “Manage Time Off” user interface (available only in the v12 UI).
This has now been changed with b1808.
