Reproducing the Issue
Agency is able to assign a candidate to a requisition despite of the fact that the candidate has been added in the instance or forwarded to a requisition by a requisition operator.
Cause
This is the expected behavior.
Resolution
Whenever an operator adds a candidate to an instance or forwards a candidate to a requisition - He/She doesn't have any ownership over the candidate.
Candidate ownership comes into picture with employee referral only.
For the agency - there is a setting in provisioning:
Ownership for Requisition - Agency owns the candidates for 24 hours after the candidate is added to the requisition. After the 24 hours has lapsed, the agency will no longer own the candidate and therefore they will not be available to submit as an existing candidate.
Ownership for Duration - Agency owns the candidate for the duration mentioned in the admin center settings below.
In the example above, Candidate ownership has a value of 180 days meaning the Agency will own the candidate for 180 days.
After 180 days the Candidate is self owned. During this period, the agency will not be able to submit the candidate to any requisition. After this period of 180 days of self ownership, the agency can submit a candidate to a requisition once again.
