How to restrict an employee from applying a leave if leave exists in another time account?

Reproducing the Issue
- Employee has balance in the 'Annual Leave' Time Account
- Since he has balance he should not be allowed to apply any other leave types.
- This can be achieved by creating a Take Rule as below.
- This rule needs to be assigned under the Take Rule section of all the Time Types(relevant for the employee).
