Migration of Workflow Rules throws Service Call Failed Error.

Reproducing the Issue
Go to the Business Configuration work center.
Search for Migration of Workflow Rules.
Execute the required file.
Error: "Service call failed; report an incident"
The Formatted Templates which are referred in the migration file does not exist in the system. These templates are referenced in the Formatted Template sheet of the migration file.
For the migration to work, first create a document based e-mail template in the system.
Follow the steps below:
- Go to the Service work center.
- Select the Templates view.
- Create templates of Channel Type E-Mail and Template Type Document-Based.
- Upload the HTML document in it.
Once all the templates are created, refer the corresponding template in the migration file.
Note: At the moment, there is no option to download and upload the template from one system to another. It has to be done manually.
