You cannot set any field as Mandatory in the Addresses tab of the Account TI.

Reproducing the Issue
Go to the Customers work center.
- Go to the Accounts view.
- Open any Account ID.
- Select Adapt--->Edit Master Layout
- Go to the Addresses tab.
- Hover over the Street field (for example).
- Select Change Properties.
- There is no Mandatory property visible for selection.
This is the expected system behaviour.
It is currently not supported to set any field as mandatory which is under a preview pane. This is implemented to maintain the consistency of list data.
