There are few possibilities that could cause the app to be locked. For example:
1. The same app is opened by another user and you are trying to access the same app.
2. App opened in one tab and saved some entry(still in edit mode) and trying to open the same app in another tab.
This is a standard behavior. The same app cannot be edited in more than one session at a time by one or more users to protect data consistency.
Make sure the app is not opened in no other parallel sessions (one or more users).
