You try to download the WSDL file of an Outbound Communication Arrangement and when you try to open it, it is empty and the size of the file is 0 KB.

Reproducing the Issue
- Go to the Application and User Management Work Center.
- Go to the Communication Arrangement View.
- Click in View All for any Communication Arrangement and download the Outbound WSDL file.
- Open the file and notice it's empty and its size is 0 KB.
The reason on why you are not able to get an usable WSDL for an Outbound Communication Arrangement is because they are in "In Preparation" status and in this phase the WSDL is not ready yet.
This can be solved activating the Communication Arrangement and downloading the WSDL file again.
