Symptom

While trying to access certain tables in distributed system, following error is encountered:

  SAP DBTech JDBC: Cannot connect to SiteID=0 [VolumeID=4].

If the issue is reproduced with JDBC tracing following error can be seen in the JDBC trace:

RTEException: SQLSTART_REQUIRED(5) -813 Cannot connect to host 100.xx.xx.xxx:3xx15 [Connection timed out: connect (local port xxxxx to address 0:0:0:0:0:0:0:0, remote port 3xx15 to address 100.xx.xx.xxx)], -813.
