When the user is adding a training request, there is no option to enter the costs. The "Costs" option is not available.

Reproducing the Issue
In the LMS user side, click on:
Training Planner from the Links tile > Add Course > Find From Catalog > Add Course:
There are no Cost Names related to the user.
In the LMS admin side, click on:
References > Commerce > Cost Names;
Either add a new cost name, applying it to "User" or edit one existing cost name and also apply it to "User" and apply the changes.
