If any users is assigned and enrolled to a Scheduled offering. Post to it if an admin assigns a program directly to the same user which has a Scheduled offering conflict then system will ignore/do not check for conflicts related to training schedules.

Reproducing the Issue
1. Create two ITEM and Scheduling Offering with the same schedule date and time.
2. Associate ITEM's to SO
3. Assign it to an User for which he should be enrolled for any one Scheduled offering.
4. Create an Scheduled program and add the other Scheduled offering created in the step-1.
5. Now assign this program to the same user via Admin and you would see that the program will get enrolled status as soon as the program is assigned. This is ignoring the actual Scheduled offering conflicts in the system
Below configurations are checked while replicating
From System Admin > Configuration > User Settings > we have two options.
a. Prevent Admins and Supervisors from creating user schedule conflicts.
b. Prevent Users from creating user schedule conflicts.
With current Application Offering, We do not have the Validation Check which happens while assigning any program in system. This is as per the system design.
This is validated as application behavior as per our Product Engineering team.
