2546447 - External candidates don't get email notification

Symptom

Create candidate while doing nomination via Succession Org Chart v12 but no email is triggered to new candidate.
New candidate doesn't get email notification on been created via Succession Org Chart v12

Environment

Reproducing the Issue

1: Go to Succession Org Chart v12

2: Open the Position Card and click on Add Successors

3: Click on Create Candidate to add new external candidate, as below:

The message shows that the candidate will be notified via email but no email notification is send to newly created external candidate.

Resolution

Currently, external candidates won't be notified if they are created via Succession Org Chart v12. Our engineering team is working to update the message so that it doesn't create any confusion to recruiters, however the fix date of this product gap is not yet confirmed by our engineering team.
