Time Accounts are not created through time off calendars.
Time account type has Flexible Start Date solution delivered as part of 1708.
On running the calendars to create accounts, this error is displayed: "Cannot determine the Flexible Account StartDate for account type."

In cases, where time profiles are assigned but flexible date (service date) is not filled up in employment detail even for a single employee, then time calendars job fails.
To fix this please make sure all users with this time account type assigned have the asssociated field filled, or update the rule with an Else If condition to catch exceptions where field is null.
Enhineering have an internal enhancement open to imporve the behaviour where only the affected user/s will fail and the log will be enhanced to identify the users.
