Home Main Menu Tabs Missing from drop down

Environment

BizX Platform

Reproducing the Issue

Navigate to Home -> Select drop down -> Some Module selections are not visible from the drop down and are replaced by a blank space

Cause

Issue is generated because there is no text associated with the Tier 3 Label.

For Example. If employee files label "COMMON_EMP_EMPLOYEE_FILES_TAB" has no text configured it will display mp text from the front end
