After an upgrade to S/4HANA Cloud, when trying to export a Hotfix, the following error is displayed:
"Due to an upgrade, you must export the whole collection before a hotfix."

This is caused by the Export Software Collection apps internal checks. The app tries to find out if all previously exported versions have been imported successfully. If this is the case it allows you to do a hotfix export directly after the upgrade. Otherwise you need to do a regular export first to prevent inconsistencies in your production system.
Check if all the previously exported versions have been imported on P system successfully. If no, this is the expected behavior as explained above. If yes, please create an incident to BC-SRV-APS-EXT-SL.
