A scheduled Update Compensation Forms for Template job is configured with Add new employee to compensation worksheet option enabled and when it runs all new employee is added as expected but it includes new employees that are NOT eligible to the compensation worksheet.

Reproducing the Issue
Schedule an Update Compensation Forms for Template job with the following option enabled.
Make sure you have new employees both eligible and ineligible to be added once this job run. Once job run successfully you will notice that all new employees both eligible and ineligible are added to your worksheet.
This is because re-application of the eligibility rule is not enabled.
You must enable the option "Rules already set up through the Compensation Template's Eligibility Rules Engine. Apply those to the Compensation Worksheets as Well.". This is the reApplyEligibility option that will exclude ineligible users in your worksheet.
