Requirement is to have accrual quota posting based on employee Hire date. If employee joined January month before 15th he gets 12 days quota, after 15th he gets 11.5 days quota.
If employee is hired before 15th Jan he gets 12 days. If hired after 15th Jan he gets 11.5. If he is hired before 15th Feb, he gets 11 days after 15th Feb he gets 10.5. Similarly with other months
- Before Jan 15- 12 days
- After Jan 15- 11.5 days
- Before Feb 15-11 days
- After Feb 15- 10.5 days

If you use accruable start end/ accruable end date instead of start date /end date then the function will not return correct value.
Because Start Date is the start date for the accrual period. For example, if a monthly accrual frequency is defined, this parameter is filled with the first day of the month the accrual rule is called for.
The accruable start date is later than or the same as the accrual start date. The accruable start date can vary due to some factors.
Therefore, we need to use Start/End date while using this rule.
