The notification template UserCreatedAccountApproved and UserCreatedAccountDenied are received by external users in a different language than the language selected in their registration.
The Site that the user is registering for has an approval process for the Registration Validation.

Reproducing the Issue
1. External user registers for access to an external Site.
2. On the Create New Account page a Locale is selected by the external user under the Preferences options.
3. After the external user receives either a UserCreatedAccountApproved and UserCreatedAccountDenied notification, based on whether their request has been accepted or denied. This email notification is in a different language to what the external user selected.
The language that the notification templates UserCreatedAccountApproved and UserCreatedAccountDenied are sent in will be decided by the Default Active Locale ID of the Site settings. This is standard system behaviour.
