We have a time type without a time account type. When a user requests time off, we want the calculation to be based on Calendar days but the system should exclude public holiday. This can be accomplished by setting the Calculation based on field to Calendar Days and have a counting method set that excludes public holidays. But the problem here is system doesn't allow us to set counting method if there isn't a time account type (posting rule) assigned to the time type.

Calculation based on Calendar days doesn't count public holidays.
If the you want to have a time type (without time account type) which has a calculation based on calendar days excluding holidays, then you should choose the "calculation based on" = calendar days and you don't need to define a counting method.
For example, when user applies leave from 1st May to 5th May and the 1st May is a public holiday, then the result will be 4 days.
The validation error message "You need to assign posting rules before you can assign a counting method." means that we cannot have a counting method for a time type not having any time account type.
