Can we set the PEP as Automatic for Time Account Types whose 'Account Creation Start date' is the 'Employee Hire Date'?

At this time, no automation is available for this scenario. So you need to create and run period-end processing calendars manually.
There are 2 workaround:
1. Manually Create Calendars Using Run Date
2. Import Scheduled Calendars
