2458067 - DataHub - publication loads a lot of CanonicalItems and finishes with SUCCESS with no TargetItems created

Symptom

You send DEBMAS IDoc with B2BUnit to Data Hub and publication starts. You can see a lot of lines in the log like that:

[DEBUG] [c.h.d.s.i.DefaultTargetItemService] Creating Target Items for type Company from 1000 Canonical Items

After many lines like that the publication finishes with SUCCESS, there is no TargetSystemPublicationStartedEvent in the logs and no TargetItems are created.
