We have noticed that when a contact email address is populated for a scheduled offering the Calendar Invite (the ‘From’ email address) is the contact email address in the scheduled offering, instead of the User Notification Email address in System Admin > Configuration > Global Variables > Mail.

Yes, its an expected behavior.
The ICS standard requires the Organizer's email ID to be maintained along with other fields like the UID to support updates and cancellation to the appointment instead of doing an add to calendar.
Earlier (till 1408) we did not have the Organizer's email id as part of the ICS attachment. In 1411 we did the enhancement to support updates to the appointment instead of adding each time. As part of this enhancement the tags - METHOD, UID, SEQUENCE and ORGANIZER were added.
The update technically is required to be a Meeting Request with an Organizer Email id, so the Scheduled Offering’s Contact Email address was added (without adding the MailTo part). If the Scheduled Offering does not have the Contact’s Email Address then it will be defaulted to the Admin’s Email Address. This however does not result in sending any acceptances to the organizer.
In 1608 we added the ability to send the ICS attachment as a Calendar Invite and that essentially uses the ICAL contents and converts that into the Calendar Invite so the Organizer's email ID (Offering Contact) is used as the sender.
