Reproducing the Issue
1. Go to Admin Center > Configure People Profile
2. Select "General Settings" and then select the option "Allow employee to upload background image" which permissions users to upload a background image.
- This setting is enabled by default. If the "Allow employees to upload background image" setting is enabled, users can upload their own background image to their profile.
NOTE: Removing the ability to upload background images only prevents users from doing so in the future. It does NOT remove background images from existing profiles. You cannot remove a background image from a profile once it has been selected as this can only be done by the end-user.
