Users will not get the update notifications when a segment of an offering is deleted.

When a Segment is deleted from the Offering, the LMS application will now automatically send update notifications to users.
A cancellation notifications would be sent for deletion of the offering with VLS segements and also for the customized templates at Item/Offering Level will use the VCAL from the global template.
Couple of configuration were added at the Mail Settings to enable the above settings:
1. To enable the automatically sending the update configurations when offering segment is deleted:
System Admin -> Configuration -> Global Variables -> Mail Tab -> enable "Automatically send Scheduled Offering Enrollment Update Notification on Segment deletion"
2. To use the VCAL message from Global Templates, when templates are customized at Item/Offering Level:
System Admin -> Configuration -> Global Variables -> Mail Tab -> enable "".
