When clicking the "Create new rating scale" button via Admin Center>Rating Scales, a pop-up window come out with alert message “An application error occurred. Please try again later, or notify support if the issue keeps occurring”, which caused user cannot configure their new rating scales.

Reproducing the Issue
1. Go to Admin Center>Rating Scales
2. Click “Create New Rating Scale”, then an alert window popped up with message as “An application error occurred. Please try again later, or notify support if the issue keeps occurring”, user cannot configure their new rating scales.
Customer environment is lack of default locales for their Rating Scale template in the back end.
For now, the default rating scale template only has settings under two languages: Spanish (es_ES) , English US (en_US).
So if the available languages of the login user don't contain any of these two languages, this error will show.
The solution is to enable either Spanish (es_ES) or English US (en_US) for this company via Provisioning>Company Settings, then you will be able to create new rating scale with no error.
