When an admin creates an item the "Enable User Request" option will be set to "Yes" by default.

Admin should uncheck the "Enable User Item Requests" as shown below to set the default values as "No" when the item is created.
Navigation steps : System Admin > Configuration > User Settings
Once admin uncheck the below highlighted option , All the items created manully will have default value as "NO".
Admin can also manually change the option for Enable User Item Requests to "No" at item level.
