Your Employees are assigned to the Time Account ABC_YYYY1 (where ABC_YYYY1 represents the Time Account) of the current year. But Time Accounts ABC_YYYY2 (where ABC_YYYY2 represents the Time Account) which are of the following year are already applicable to the Employees in your system.

Reproducing the Issue
- Go to Time Administration work center
- Go to Employees view
- Search for Employee XYZ (where XYZ represents the Employee)
- Select Edit
- Go to Time Account Balances tab
- Time Account ABC_YYYY2 is already available for the Employee XYZ with Bookable Period and a Balance of XX hours (where XX represents the Hours)
On assigning a Time Account in the Time Profile of the Employee, Valuation runs, which is responsible for creating the instances that you see in the Time Account Balances tab.
The creation of these instances are done till next year end. It is also dependent on the Period Closure date.
If the Period Closure date is in YYYY1 (where YYYY1 represents the Year), you will be able to see the instance of YYYY2 (where YYYY2 represents the Year) as well. Hence, you see the Time Account instance for YYYY2 in the system.
For example, if the Period Closure date is in 2018, you will be able to see the instance of 2019 as well. Therefore, you see the Time Account instance for 2019 are aready applicable in the system.
This is the expected system behavior.
