2346065 - New Hire Rule working in new hire but not at User's personal information portlet

Partner has created a rule to execute at new hire page with 'employee information/employee information model' base object.

The if and then condition is simple default field population. And It is working fine on new hire page. But same rule is not working on Personal information page of the user.
