2338678 - Users are unable to sync their REX application with SMP 2.3.6 - SMP

Symptom

All data tier and SAP Mobile Platform (SMP) application node services are up and running but users are seeing very long running syncs and poor performance.
There exists a couple of blocked connections and the SMP server log is reporting continuously "ml_database lock" and "Unable to lock the remote ID" warning.
