2328995 - WPB Manager cannot be started in Apache Tomcat

Symptom

WPB Manager web application cannot be started by Apache Tomcat, typically right after deploying it with Internet Explorer.

In Tomcat manager trace files you find an entry like this:

09-Jun-2016 11:56:56.403 SEVERE [http-nio-8080-exec-5] org.apache.catalina.core.ApplicationContext.log FAIL - Application at context path <your_war_file> could not be started
org.apache.catalina.LifecycleException: Failed to start component [StandardEngine[Catalina].StandardHost[localhost].StandardContext[<your_war_file>]]
at org.apache.catalina.util.LifecycleBase.start(LifecycleBase.java:153)

Caused by: org.apache.catalina.LifecycleException: Failed to start component [WebappLoader[<your_war_file>]]
