2300120 - How to process shopping carts that were not transferred?

Symptom

Shopping cart items are stuck in status I1111 (Item in transfer process).

Shopping cart items are in status I1112 (Error in transmission).

Shopping cart is stuck in approved status (I1129). Items were not transferred at all.
