2281941 - PI cannot start up due to the timed our service [com.sap.aii.adapter.file.svc]

Symptom

You find the com.sap.aii.adapter.file.svc cannot be started during PI(central instance) startup due to timeout.

In std_server*.out, you find almost all the application threads are used by one thread, for example:

It indicates that it cannot connect to the remote server domain.host.com/<IP>:<WDP port> successfully.

domain.host.com is the load balancer(Web Dispatcher) host.
