2264846 - Interceptors are not triggered during impex import, even when the impex legacy mode is set to false

Symptom

Sometime interceptors are not triggered during impex import even when using the service layer by setting impex.legacy.mode property to false.

We can import data with impex either using service layer or jalo layer. Interceptors and validators are only triggered when using the service layer.
