Learning Plan sorting is sticky setting (remembers learners last view type) at user end .However for New Hires it should be sorted by priority first time they login

We can add or remove the filter of priority in the learning plan section of the user side but we cannot make it default.
Settings for default are hard coded and cannot be changed from UI
