2220621 - The target system version could not be detected from the provided stack; unless you provide a stack configuration file

Symptom

Perform the certain add-on installation(eg. SFIN) or component update/upgrade by SUM, after providing the xml:

"The target system version could not be detected from the provided stack; unless you provide a stack configuration file containing this infirmation, SUM will assume that your tartget system version equals the current version."
