When generating Form List report or Detail Document Search Report, we can click on the forms in the report which will open the Copy of the PM Form, but sometimes the PM forms which open have a few Sections missing.
This is caused due to permissions defined in the sections of the Performance Management templates.
Navigate to Admin Tools > Performance management > Manage Templates > Select the PM Template > Select a section in the PM Template > click on show advance options > Now we can view "Section Permissions".
A window pops up which will show the section permissions defined for this section. If the Permission is set as "NONE" to All roles in All steps but is permissioned to only selected Roles, then this section will be hidden for all the other roles which is not selected.
Attached is an example where the section is visible to Employee, manager and 2nd level manager but hidden from all the other roles.
In this case when the form is in any stage the section will not be visible to other Roles. This will also hold good for Admin roles. So when the report is generated by Admin and the open is opened, this section will not be seen.
To confirm this we can proxy as a role who is having permission to view this sections and the pull a report, when all sections will be visible.
