Why so many users receive the purge notification?

The system sends the notification to whoever is entitled to receive it. In this example, purge notification will be sent to users who:

- are approvers of purge rule:

- have access/permissions to "Data Management" and "Maintenance Monitor" in Admin Tools:

If you do not wish some users receive the notification exclude them from purge rule or revoke permissions to see Data Management and Maintenance Monitor from Admin Tools.
