2198799 - Applications are missing in the SAP Mobile Platform

Symptom

After restarting the SMP server which is caused by a crash, the mobile application client cannot connect to the server again and post the errors below:

Logging user into server
Communication Error (14)
Angel connection failed
Trying  AngelNoDelta  connection
Logging user into server
===============================

Further checking the application configuration in the SMP Admin Console, you would found the backend is blank and some parts of the applications are missing under the installation folder.
