2198743 - Enterprise Manager is offline " [Manager.UserManagementService] "<USER>" Failed to login from host "localhost" "

Symptom

  • When viewing the Enterprise Manager (EM) in Basic Configuration step 3 of Solution Manager, the status shows offline with the following error:
     Enterprise Manager <EM Host>:<EM PORT> is offline 
  • In the IntroscopeEnterpriseManager.log, a more detailed error will be visible:
    [Manager.UserManagementService] "Admin" Failed to login from host "localhost" 
       AND / OR
    [Manager.UserManagementService] "Guest" Failed to login from host "localhost"
