2197751 - Various "long hostname/IP Address resolution time" problems in dev* trace

Symptom

The following messages are show in the trace files(dev*) which means a long resolution time.

NiHLGetHostName: to get XXX.XXX.XXX.XXX succeeded in 4805ms (tl=2000ms; UC)
NiHLGetHostName: to get XXX.XXX.XXX.XXX failed in 4508ms (tl=2000ms; UC)

NiHLGetNodeAddr: to get 'yourhostname' succeeded in 5002ms (tl=2000ms; UC)
NiHLGetNodeAddr: to get 'yourhostname' failed in 10002ms (tl=2000ms; UC)

In the above messages, 5002ms, 10002ms, 4805ms, and 4508ms is the time used for the hostname/IP Address resolution.
The 2000ms(tl=2000ms) is the time limit defined at SAP kernel. If the resolution time is longer than 2000ms, the above messages will be shown.
