2125248 - Is it necessary to execute catsbp or datapatch scripts?

Symptom

Not executing the post-installation instructions after a systemcopy (export/import method with create database), Oracle database upgrade or Oracle Software installation, may leave the database in a not completely consistent state regarding the correspondence between Oracle binaries on the OS level and the definitions in the system tablespace and thus lead to undesirable result.

As a consequence dba_registry_history / dba_registry_sqlpatch may not list the applied SBP (Bundle Patch), while "opatch lsinventory" shows the same SBP (Bundle Patch) as installed.

Below you can see a BAD and a GOOD SBP installation

BAD installation (NOTE: SBP 201902 is listed by "opatch lsinventory" BUT NOT SHOWN in dba_registry... views"!)
