On the primary database's alert<SID>.log you will see the following messages:

Errors in file /oracle/<SID>/saptrace/background/<sid>_arcn_<pid>.trc:
ORA-12154: TNS:could not resolve the connect identifier specified
PING[ARC7]: Heartbeat failed to connect to standby '<STDBYSID>'. Error is


Error 12154 received logging on to the standby

You TNSPING successfully with ora<sid> from the primary server to the standby database.
